Introduction:
As of the 1st of January 2010, the Gabonese Shippers Counsel decided to work completely electronically. The BIC documents are no longer accepted by the Gabonese authorities as they have been replaced by the electronic version BIETC.

- The BIETC is to be completed correctly online. The validated BIETC is to be presented to the Counsel of Gabonese Shippers or it's representative upon arrival of goods at Gabon. Please contact the Agent (see details below) for user guide. The guide will provide you with all the web links and instructions on how to use the online BIETC system.
- Submittal of request must take place within 5 consecutive days after vessel's date of departure for direct shipments and 10 consecutive days after vessel's date of departure for transhipments.
- No hand writing is permitted on the document.
- No erasures or corrections are permitted.
- The BIETC is only valid after requester has completed "prior agreement" & "final validation". At both stages the BIETC is checked for conformity. "Final validation" will only take place once requester has approved the document. If the BIETC is judged to be incomplete or not valid for any reason, the counsel of Gabonese Shippers or it's representatives are entitled to reject the certificate.
- It is each requester's responsibility to ensure their BIETC is correct and all information reflected, is declared of true nature prior to "final validation".
- Trans Marine Shipping will not be held liable for any errors whatsoever that could result in the rejection or re-issuing of the BIETC.

| Brief Overview Procedure: |

- *New requesters are required to access log in name and password. (+- 1-2 days response time)
- *Requester provides VAT number - if applicable.
- Requester requests blank BIETC via BIETC system.
- Agent receives B/Lading to verify shipment.
- Agent charges out (invoices) and receives payment.
- Agent validates/accepts request.
- Requester accesses blank BIETC document and completes document (online) before vessels sailing.
- Agent checks and verifies all details and "prior agreement" validates the BIETC.
- Requester then re-checks after vessels sailing (Amendments can be made - if required) and submits final BIETC for "final validation".
- Agent verifies that all information on final submitted BIETC is in conformance and "final validation" takes place.
- Requester then prints the approved BIETC.
